© The Sanctuary Camping Club (formerly Magpie Club) gives no permission to publish, copy or use its Constitution to any other person, group or organisation.

The original Magpie Club was formed in September 2019 based on a passion for natural camping. The club was formed to extend the provision of camping grounds, rallies and events to broaden access to more natural camping environments.

On 11th September 2020, the club was restructured and the name changed to SANCTUARY CAMPING CLUB to better reflect its purpose.

The Sanctuary Camping Club Purpose

  • To facilitate the enjoyment of recreational outdoor living in a healthy, natural and noncommercial environment.

  • To encourage environmental awareness and protection, personal health and well-being.

  • To encourage and support all creativity, especially in developing sustainable and environmentally sensitive temporary camping shelters from tents, through caravans to camper vans and any other vehicles.

  • To encourage and support continuing education and learning through camping workshops and events that teach countryside skills, crafts, sustainable technologies, health and well-being.

We hope that the effects will help lessen the pressures of contemporary living by creating sanctuaries, places to rest, heal and remember the importance of our personal well being, humanity and the environment.

Mission Statements

Above all, to support and encourage environmentally sensitive camping sites and camping shelters, motorised or otherwise.

Support and encourage rallies and workshops that provide education in environmentally sensitive and sustainable camping practices and technologies.

Support and encourage rallies and workshops that provide education in countryside skills and crafts.

Support activities promoting physical, emotional and mental health and well-being using natural remedies and practices.

Promote a caring and respectful shared environment, encourage individuality, healthy recreational pursuits and environmentally sensitive outdoor living.

THE SANCTUARY CAMPING CLUB RULES

MEMBERSHIP and JOINING

  • All members accept the constitution and Code of Conduct.

  •  Members support cultural diversity, compassion and individual rights of freedom, self expression and human rights. The Club will not tolerate any form of discrimination against any person or group on the grounds of race, gender, religion, colour, sexuality, sexual orientation, age, ability or disability, social status or due to being a part of any other non-political and peaceful minority group whether ethnic or otherwise. This applies to any form of speech or action whether physical or virtual and especially hate speech.

  • Members support in its entirety, the Countryside Code, and Seashore code.

  •  SANCTUARY CAMPING CLUB has no political or any other group affiliation.

  • SANCTUARY CAMPING CLUB membership is open to any person of any age.

  •  SANCTUARY CAMPING CLUB membership is currently free but may be subject to a membership fee at any time.

  • The Club officers welcome ALL feedback and input whether positive or negative regarding any SANCTUARY CAMPING CLUB camp site, management, event, or any other club issue. All feedback is considered constructive and for the mutual benefit of all members.

COLLECTION AND USE OF PERSONAL INFORMATION

Membership involves provision of basic personal information (name, email, contact, camping preferences) which will be used strictly by Officers only and for Club purposes only.

DURATION OF MEMBERSHIP

Membership is currently free and lasts indefinitely unless cancelled by the Club for breach of terms.

CAMPING GROUND RULES

Exemption Certificates can only ever be issued by Club Officers.

 Allocation of certificates is strictly in accordance with the following;

  •  Proposed sites are not subject to a direction under Article 4 of the 1995 Order.
  • Enforcement action is not in effect.
  •  Where objection by local authorities or residents cannot be resolved, certificates may be revoked.
  •  Camping grounds must always be supervised by the member specifically named for that site.
  • Tents must not be sited in any way which might interfere with local residents or their properties including visual or noise disturbance.
  •  Tents must not interfere with nature conservation, or landscape of any site.
  •  Camping grounds shouldn’t be used for more than 42 consecutive days or 60 days in any 12 month period unless; there are no more than 5 caravans / camper vans and 10 tents present at any one time, permission for a 28 day camp site has been given, permission for Rallies has been given with details confirmed.
  •  Absolute minimum 6m distance between caravans/ tents/ campervans on separate pitches and 3m between any tent/ caravan/ campervan and any vehicle used solely for transport on the next pitch.
  •  Clear access for emergency vehicles must be available at all times to each and every pitch with a clear route of no less than 6m width available from the entrance.
  • Campervans and caravans must be pitched separately from tents and trailer tents.
  •  A maximum speed limit of 5mph applies to all Club sites.
  •  No movement of vehicles or erection or relocation of tents, trailer tents or caravans is allowed between either dusk or 11pm (whichever is sooner) and 7 am except by permission of whoever manages that site.
  •  If Gates are fitted at the entrance to a site, the key must be easily available at all times.

CAMPING RULES

Only members may camp on any Club campsite unless by per-agreement with officers otherwise.

 Day visitors agree to comply with all Club rules and the code of conduct.

The fee for one night’s stay covers a 24 hour period only. Arrival and departure times are specified by each site.

CHILDREN, YOUNG PEOPLE and GROUPS

Babies and toddlers are allowed on sites only under the strict supervision of at least one parent or carer. Site wardens or managers reserve the right to ask for I.D. from any parent or carer in this situation.

 All under 18’s must be accompanied by an adult who accepts full responsibility for them at all times including ensuring that they abide by Club terms and conditions. Wardens or managers reserve the right to ask for I.D. from any supervising adult in this situation.

 Any group of 6 or more people may camp solely at the discretion of any person managing the site in question who may also turn away any individual member or group of members without argument.

NOISE, MUSIC and TVs

Sites must not be used as a ‘loud’ party site.

 Generators, amplified music or PA systems are not allowed to be used anywhere except by strict agreement with the warden or manager of that site.

 Pr-recorded music played on CDs/ radios/ MP3 etc.must be kept at a volume that cannot be heard on neighbouring pitches.

 TVs must be kept inside and not able to be heard outside.

 Acoustic instruments are allowed to be played with consideration of neighbouring campers. (Brass and percussion instruments by agreement with the warden / manager only).

 Groups of acoustic instruments are welcomed to play together in communal areas with provision agreed with the site warden/ manager..

FIRES, BBQs and H+S

All campers must locate any fire extinguisher, fire points, fire assembly points and safety information displayed on any site on which they stay.

 Where allowed, all Camp fires and BBQs must be raised off the ground and a safe distance away from hedges, trees and tents/ awnings /caravans and campers.

Wardens or managers may determine that fires must be put out or banned without prior notice.

 Communal fire bowls may only be lit by members over the age of 18.

 Anyone using, sat or stood near any fire or BBQ does so at their own risk.

 Members will adhere to any safety/ privacy/ other notices displayed on any site.

OPEN AREAS, SHARED AREAS, SURROUNDING AREAS and ENVIRONMENT

Games and activities which may cause nuisance or harm to anyone else must be kept away from other campers. Wardens or managers may stop that game or activity at any time.

Trees, bushes and any other area either on or around any site or any surrounding areas must not be used for disposal of any waste, litter or general rubbish.

 Trees, bushes, plants, fences and hedges either on or around any site must not be damaged or destroyed in any way.

 Pitches must be left clean and tidy after use and kept reasonably tidy throughout any members stay.

Children’s areas, communal areas and games where provided, are for everyone’s use. All objects and areas on any site are to the best of our knowledge, safe and fit for purpose. Members use of these facilities remains strictly at their own or their responsible adult’s risk.

SERVICES and FACILITIES

Chemical toilets must be emptied only in containers marked specifically for that purpose.

 A minimum charge of £25 is payable immediately for emptying the contents of any chemical or other toilet in any place that is not specifically for that purpose.

Portable toilets must only be rinsed out using the facilities provided away from any drinking water supply, areas used for personal hygiene, washing up or recreation.

 Fire and BBQ ash must only go where specified.

Any rubbish bins provided must be used only as specified i.e. general waste, recycling, glass etc..

 Any facilities must be kept clean and tidy.

 Drinking water taps must not be used for cleaning toilet cartridges or anything else that may risk contamination.

 The Club accepts no responsibility for members personal belongings..

 The Club accepts no responsibility for contamination caused by misuse of drinking water taps and all members are asked to report any misuse immediately.

ANIMALS and DAY VISITORS

All dogs must be kept on leads and horses tethered.

 If any animal needs muzzling or any other form of restraint for the safety of other people and animals, please do so.

 Anti-social, aggressive or sick animals may be refused entry to a site and Wardens or managers may ask that they (and their owners) are removed of the site.

All animals are strictly the responsibility of the person in charge of them and who accept full responsibility including payment for any damage caused by them.

 Animal excrement must be picked up and disposed of responsibly by whoever is responsible for that animal.

 Violent or aggressive treatment or behaviour towards any living animal will not be tolerated at any time on any site and any person behaving in this way will be removed.

 Hosting campers accept full responsibility for day visitors, including for damage or disturbance including contravening any Club rules.

BEHAVIOUR ON SANCTUARY CAMPING CLUB CAMPSITES

We promote a caring, relaxed and respectful environment that welcomes individuality. Members will be kind and courteous to each other and respect other people’s privacy, space and freedom to be themselves.

 All campers must follow our Code of Conduct whilst on any site.

 Hostile, abusive or offensive language or behaviour will not be tolerated.

 Anti-social or aggressive behaviour by any adult or child will not be tolerated on any site.

 Anyone, including Officers or Wardens, ruining another member’s enjoyment of any site or contravening Club rules or Code of Conduct will face disciplinary action.

Site Wardens or managers have authority to ban the use of alcohol or remove any person whose use of alcohol is considered offensive.

COMPLAINTS

Complaints may be made to any Warden, managers or officer in person, by email or by phone.

 Complaints will be investigated and dealt with by officers on an individual case basis.

 Complaints from neighbouring or local property owners will be taken very seriously and every endeavour made to find a good resolution for everyone involved.

 Complaints from members regarding any other member, warden, manager, officer or any other person on any Club site, will be taken very seriously.

TERMINATING SANCTUARY CAMPING CLUB MEMBERSHIP

Any member may terminate their own membership at any time without prior notice by phone or email. This involves cancelling with immediate effect, any exemption license that may have been issued without refund.

 Members who contravene any Club rules or code of conduct, either on a site or in certain circumstances, outside a site, may have their membership cancelled with immediate effect, certificates revoked and be banned from re-joining without refund or any form of compensation given.

If officers feel that any member’s behaviour, affiliations or actions in daily life may be detrimental to the Club name or to any other member, membership may be cancelled with immediate effect as above.

If officers cancel membership, they will not be held in any way liable for any financial or other loss faced by that member.

CLUB STRUCTURE

OFFICERS

The SANCTUARY CAMPING CLUB has one chairman who alone may present, discuss and sign paperwork on behalf of the Club.

Officers, are joint Trustees with equal responsibilities covering all management aspects of the Club.

 The roles of Wardens and managers will be clearly defined and must be adhered to. Impaired responsibility or judgement by the use of any medication or substance will not be tolerated.

The Club holds no land or property ownership.

COMMITTEES

Only SANCTUARY CAMPING CLUB officers may appoint committee members and decide to hold committee meetings.

MEETINGS

Meetings will be held as and when considered necessary by Club officers.

 Club meetings can only be held with prior approval of all Club officers.

FINANCES

Club funds received through mutual trading will be held and used at the discretion only of officers for development of club sites, facilities and events.

CHANGES TO THE SANCTUARY CAMPING CLUB CONSTITUTION

The core principles remain the same but amendments may over time be necessary to ensure their clarification and maintenance.

Members may make suggestions regarding changes to the constitution by email or in person at any time.

 Changes to the constitution may be made at any time and will be made publicly available.

AGREEMENT

Club members and any day visitors or children for whom they are responsible accept the following disclaimer; SANCTUARY CAMPING CLUB officers have done everything possible to ensure ‘your’ safety and security on any SANCTUARY CAMPING CLUB site but you are aware that ‘you’ are responsible for the security and well being of ‘yourself’, ‘your’ children, ‘your’ animals and ‘your’ possessions for the entirety of ‘your’ stay on any SANCTUARY CAMPING CLUB site. The owners, management and wardens, who are all SANCTUARY CAMPING CLUB members, accept no responsibility for any personal injury, loss or damage to anyone or anything belonging to or considered to be ‘your’ responsibility including consequential injury, loss or damage which may be suffered or incurred or which may arise directly or indirectly from or in connection with any visit to a SANCTUARY CAMPING CLUB site as either an overnight guest or daytime visitor or daytime non-member visitor even if invited by a member who is responsible for you whilst on any SANCTUARY CAMPING CLUB site.

For the entirety of this disclaimer ‘you’, ‘yours’ and ‘your’ refer entirely to any person entering any SANCTUARY CAMPING CLUB site who is not in any way connected with the ownership, officers or management of any SANCTUARY CAMPING CLUB site.

Code of Conduct

Our code of conduct is key to the Club’s ethos, core principles and agreement with Natural England.

All members must therefore follow the code of conduct and camp site rules.

The Club reserves the right to refuse or cancel any membership for failing to follow the code of conduct either on or off any club site if Officers feel that behaviour or actions by any member may be detrimental to the Club name or to any other individual or group.

Officers retain responsibility for the behaviour of members (including certificate holders) whilst on any site and their adherence to our code of conduct.

General

1. One named member of the organisation (the “rally marshal” or “responsible person”) is to be responsible for the conduct of any exempted touring caravan or camping event and for ensuring that those attending comply with this code.

2. The responsible person must ensure that all members are aware of The Countryside Code, The Caravan Code and Marine Conservation Society

The Venue

3. The organisation will take reasonable steps to satisfy themselves that the site to be used is not subject to a relevant order under paragraph 13 of the First Schedule to the 1960 Act (for caravans), or an Article 4 direction under Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (for caravans and camping), and that it is not one where planning permission has been refused or where enforcement action has been taken.

4. The organisation will consult the local authority before meeting on land adjacent to sites for which planning permission has been granted (i.e. next to permanent or commercial sites).

5. The organisation will agree to move from and avoid any site to which the local authority maintains a valid objection.

6. The organisation will not meet on sites adjacent to certificated locations/sites unless the proposed site is clearly differentiated and the risk of interference with local people and other users is minimal.

7. The organisation will take reasonable steps to ensure that the siting of units (a caravan, motor home, tent or trailer tent) does not unduly interfere with the activities of local people, their privacy or their enjoyment of their property. They will also ensure that the siting of units does not interfere with the enjoyment by others of the landscape, natural beauty or nature conservation value of the area, particularly in areas designated for their landscape or wildlife qualities.

8. The organisation will undertake not to over-use any venue and will consider carefully before holding successive meetings on the same land.

Nuisance

9. Local people should be able to carry on their normal activities when meetings are in progress. The organisation will take reasonable steps to minimise disturbance and will investigate and deal with the causes of any complaints made.

10. Care should be taken not to damage the site or the surrounding locality. Trees, fences, buildings, equipment and stock should all be respected.

11. Domestic animals belonging to members of the organisation will be kept on a lead and under close control. They will not be allowed to run loose on the site or cause disturbance to local people or animals. They will be exercised away from units and those parts of the site used for communal activities. Any mess will be cleared up.

12. The responsible person will identify open space suitable for the playing of games which might otherwise intrude upon or constitute a danger or annoyance to others on or around the site.

13. Noise should be kept to a minimum for the comfort of others on the site as well as people who live or work nearby.

Road Safety and Access

14. The responsible person will take steps to ensure that travel from major roads to a proposed site is not likely to cause undue disruption or difficulties for other road users. Access to the site must be suitable for the number and likely size of units attending the meeting. The arrival and departure of units should be arranged to minimise disruption to other road users.

15. The speed of vehicles on the site should be restricted to 5 mph.

Spacing and Density

16. For health and safety purposes emergency vehicles must be able to gain access to any unit on the site. At least 6 metres is required between units in all circumstances. For this purpose a unit means a caravan, motor home, tent or trailer tent. In addition, there must be a minimum of 3 metres between any awnings, gazebo’s or pup tent and the car or towing vehicle. Emergency vehicles should be able to secure access at all times to within 90 metres of any unit on the site.

17. Where a site is being used by both caravans and tents they must be sited entirely separate from each other for health & safety reasons. However, this does not necessarily mean segregated. If the layout of the field does not allow for separate lines of tents, it is permissible to continue a line of caravans/motor homes with a line of tents, but they must be sited en-bloc and not interspersed. Trailer tents are classified as tents and must be sited accordingly. Children’s “pup-tents” may be erected alongside the parents’ unit and should be considered as part of the unit for spacing purposes. It is recommended that there is at least 6 metres between any rows of caravans and tents. See Annex 1d for further advice on spacing issues.

Fire Precautions

18. Open fires and barbecues will not be held except with the permission of the responsible person. Where permission is given for open fires or barbecues, they will be sited on open ground, away from units, vehicles, awnings and any other structures.

19. A fire extinguisher approved to British Standards Institute and/or Fire Officers Certificate standards will be held on site.

Chemical Toilets and Waste Water Disposal

20. Organisations will act responsibly when disposing of the contents of chemical toilets and waste water and take full account of the need to safeguard water supplies and prevent the pollution of rivers and streams.

21. On-site disposal of the contents of chemical toilets and waste water will be in accordance with arrangements agreed with the site owner/occupier. Neither will be allowed to foul the ground except at designated disposal points. If there is any doubt about the disposal of waste, the organisation or, if appropriate, the responsible person will contact the relevant Local Authority for advice.

Refuse disposal

22. Organisations should ensure that refuse is either taken home or disposed of in accordance with on-site arrangements. The rally marshal should be satisfied that appropriate arrangements are in place.

23. The organisation will use every endeavour not to camp on any site for more than 42 consecutive days or 60 days in any 12 consecutive months. The organisation will also endeavour not to camp on any site being used for camping by other exempted organisations if, by doing so, the use of this site would be taken over these limits. This will help avoid overuse of sites, particularly in popular areas.
