The original Magpie Club was formed in September 2019 following a series of successful and popular camping events, organised and managed by 4 people based on their own passion for natural camping.
By forming the club, they hoped to extend the provision of camping grounds, rallies and events at an affordable cost and with their intentions clarified in order to engage and encourage those with similar preferences to broaden access to a more natural camping environment.
On 11th September 2020, the club name was changed to SANCTUARY CAMPING CLUB in order to better reflect the intention, purpose and effects of the club’s practices and is now led by the 2 original founding Officers.

THE SANCTUARY CAMPING CLUB PURPOSE

Our purpose is to facilitate the enjoyment of recreational outdoor living in a healthy, natural and noncommercial environment whilst still allowing basic services such as water and sanitation facilities.

At the core of our purpose is to encourage environmental awareness and protection, and personal health and well-being through direct experiences and shared information.

Within this we encourage and support all creativity, especially in developing sustainable and environmentally sensitive temporary camping shelters from tents, through caravans to campervans and any other vehicles.

We encourage and support continuing education and learning through the promotion and support of camping workshops and events that will teach countryside skills, crafts, sustainable technologies, health and well-being.

We hope that the effects of our purpose will be to relieve the pressures of contemporary living by creating sanctuaries, places to rest and heal and in which to remember the importance of our personal well being, humanity and the environment.

MISSION STATEMENTS

  • The SANCTUARY CAMPING CLUB primarily supports and encourages environmentally sensitive practises in the provision of recreational camping sites and in the development and creation of all camping shelters, motorised or otherwise.

  • The SANCTUARY CAMPING CLUB supports and encourages the provision of rallies and workshops that encourage and provide education regarding environmentally sensitive and sustainable camping practises and technologies.

  • The SANCTUARY CAMPING CLUB supports and encourages the provision of ralliess and workshops that provide education in countryside skills and crafts.

  • The SANCTUARY CAMPING CLUB supports activities promoting physical, emotional and mental health and well-being that include the use of natural remedies and practises.

  • The SANCTUARY CAMPING CLUB promotes a caring and respectful shared environment that encourages individuality and healthy recreational pursuits combined with outdoor environmentally sensitive living.

THE SANCTUARY CAMPING CLUB RULES

MEMBERSHIP and JOINING

  1. Members agree with and accept in full, all policies and rules which form the constitution of The SANCTUARY CAMPING CLUB and its Code of Conduct.
  2. SANCTUARY CAMPING CLUB members support cultural diversity, compassion and acceptance of individual rights of freedom, self expression and human rights and will not tolerate within its members or on any SANCTUARY CAMPING CLUB site: any form of discrimination against any member, visitor or otherwise on the grounds of race, gender, religion, colour, sexuality, sexual orientation, age, ability or disability, social status or due to being a part of any other non-political and peaceful minority group whether ethnic or otherwise. This applies to any form of speech or action whether physical or virtual and especially hate speech.
  3. SANCTUARY CAMPING CLUB members support in its entirety, the Countryside Code, and Seashore code.
  4. SANCTUARY CAMPING CLUB members agree to respect our beautiful Norfolk countryside, everything and everyone in it.
  5. SANCTUARY CAMPING CLUB has no political or any other group affiliation.
  6. SANCTUARY CAMPING CLUB membership is open to any person of any age.
  7. SANCTUARY CAMPING CLUB offers individual or family group membership.
  8. SANCTUARY CAMPING CLUB Members under the age of 18 are considered members in combination with a parent or carer as part of a family membership.
  9. SANCTUARY CAMPING CLUB accepts membership applications filled in by someone other than the proposed member only if they are present or officers are entirely satisfied that this is done with the proposed member’s consent.
  10. SANCTUARY CAMPING CLUB membership is currently free but may be subject to a membership fee at any time.
  11. SANCTUARY CAMPING CLUB officers welcome feedback and input from all members whether positive or negative regarding any SANCTUARY CAMPING CLUB camp sites, management, events, or any other club issues. All feedback is and will be considered constructive and for the mutual benefit of all members.

    COLLECTION AND USE OF PERSONAL INFORMATION

  12. Becoming a member of the SANCTUARY CAMPING CLUB involves provision of basic personal information for any member over the age of 18 either by hard copy or electronically. Any information required is determined strictly by SANCTUARY CAMPING CLUB officers only.
  13. SANCTUARY CAMPING CLUB Members agree that SANCTUARY CAMPING CLUB Officers may hold limited personal details about them (e.g. name, email address, phone number and camping preferences) for use by SANCTUARY CAMPING CLUB officers only and only for communication regarding club opening times, places and events or for the purpose of obtaining campsite exemption certificates. In the event of SANCTUARY CAMPING CLUB officers wishing to extend these communications, members will be asked for individual consent prior to any action being taken.
  14. SANCTUARY CAMPING CLUB membership involves agreement for any personal information collected (11) to be held electronically for use by The SANCTUARY CAMPING CLUB only and not for transfer or sharing with any third party.
  15. At the point of termination of SANCTUARY CAMPING CLUB membership or in the event of SANCTUARY CAMPING CLUB ceasing to exist, all personal information held regarding that membership will be permanently removed from all SANCTUARY CAMPING CLUB records. (This does not apply to the name change on 11th September 2020, where The Magpie Club formerly became the SANCTUARY CAMPING CLUB and all Magpie Club membership was honoured and carried over to the SANCTUARY CAMPING CLUB until 31st December 2020 as specified)
  16. Only SANCTUARY CAMPING CLUB officers can designate permissions to members other than themselves, to distribute and collect membership forms and information.

    DURATION OF MEMBERSHIP

  17. SANCTUARY CAMPING CLUB membership will continue indefinitely until membership is terminated either by the member themselves or terminated for them by officers for any reason stated within the constitution, or at the point of the SANCTUARY CAMPING CLUB introducing a membership fee or the terms of that fee finish or should The SANCTUARY CAMPING CLUB cease to exist for any reason.

    CAMPING GROUND RULES

  18. Only SANCTUARY CAMPING CLUB officers can make the final decision to allocate a certificate to a SANCTUARY CAMPING CLUB camping ground, rally site or any other premises in the SANCTUARY CAMPING CLUB name.
  19. To allocate a certificate to any camping ground, rally site or any other premises under the SANCTUARY CAMPING CLUB name, all officers must be in agreement
  20. Allocation of certificates is strictly in accordance with the following;
  21. Proposed sites are not subject to a direction under Article 4 of the 1995 Order.
  22. Planning permission has not been refused for a camp site.
  23. Enforcement action has never been taken.
  24. Where objection by local authorities has been raised against a camping ground and objectionable issues cannot be resolved, SANCTUARY CAMPING CLUB will either not offer a certificate or will revoke any existing certificate or will cease using that land as a camping ground.
  25. All SANCTUARY CAMPING CLUB camping grounds must be supervised by a SANCTUARY CAMPING CLUB officer or by a SANCTUARY CAMPING CLUB member who has been appointed specifically for that role.
  26. Any tents on SANCTUARY CAMPING CLUB camping grounds must not be sited in any way which might interfere with local residents or their habitual activities or enjoyment of their own properties. This includes visual disturbance and noise disturbance.
  27. Any tents on SANCTUARY CAMPING CLUB camping grounds must not be sited in any way which interferes with the nature conservation, or landscape of that site.
  28. SANCTUARY CAMPING CLUB camping grounds are not to be used as a camp site for more than 42 consecutive days or 60 days in any 12 month period unless there are no more than 5 caravans / camper vans and 10 tents present at any one time and / or SANCTUARY CAMPING CLUB OFFICERS give permission for a 28 day camp site and / or Rallies with permission granted expressly by Officers and only where each individual activity and the corresponding number of pitches has been approved by SANCTUARY CAMPING CLUB Officers.
  29. SANCTUARY CAMPING CLUB will always endeavour to ensure fire safety, health and safety, good sanitation and a clean, safe environment on all SANCTUARY CAMPING CLUB sites including a minimum 6m distance between caravans/ tents/ campervans on separate pitches and 3m between any tent/ caravan/ campervan and any vehicle used solely for transport on the next pitch.
  30. Clear access by any emergency vehicle must be available at all times to each and every campervan, caravan or tent with a clear route of no less than 6m width available from the entrance to any site.
  31. Campervans and caravans must be pitched a minimum of 6m away from tents and trailer tents and pitched in separate areas.
  32. Instructions given by any SANCTUARY CAMPING CLUB officer/ manager/ warden regarding siting of tents/ caravans/ campers/ cars or any other vehicle will be final.
  33. A maximum speed limit of 5mph applies to all SANCTUARY CAMPING CLUB sites.
  34. No movement of vehicles or erection or relocation of tents, trailer tents or caravans is allowed on any SANCTUARY CAMPING CLUB site between either dusk or 11pm (whichever is sooner) and 7 am except by the express permission of whoever has been appointed to be in charge of that site.
  35. Main Entrance Gates to any SANCTUARY CAMPING CLUB site (where fitted) may be locked at 11pm and open at 9am at the discretion of the SANCTUARY CAMPING CLUB supervising officer or unless by prior arrangement. In emergencies the key is available from any of the wardens on site at any time.

    CAMPING RULES

  36. Only members of SANCTUARY CAMPING CLUB may camp on any SANCTUARY CAMPING CLUB campsite unless by specific agreement with officers of the SANCTUARY CAMPING CLUB otherwise.
  37. Whilst on any SANCTUARY CAMPING CLUB site as either a paying guest or daytime visitor, members agree to abide by and comply with all SANCTUARY CAMPING CLUB rules and its code of conduct.
  38. The fee for one night’s stay on a SANCTUARY CAMPING CLUB site covers a 24 hour period only with specific timings to be specified for any given site.
  39. Whilst staying on any SANCTUARY CAMPING CLUB site, members agree to leave when the period of time that they have paid for, ends.

    CHILDREN, YOUNG PEOPLE and GROUPS

  40. Babes in arms and babies who cannot yet walk are allowed on SANCTUARY CAMPING CLUB sites only under the strict supervision of at least one of their parents or carers. SANCTUARY CAMPING CLUB officers or nominated wardens reserve the right to ask for I.D. from any parent or carer in this situation.
  41. All under 18’s must be accompanied by an adult who will accept full responsibility for them at all times on any SANCTUARY CAMPING CLUB site including ensuring that they abide by our terms and conditions. SANCTUARY CAMPING CLUB officers or nominated wardens reserve the right to ask for I.D. from any supervising adult in this situation.
  42. SANCTUARY CAMPING CLUB reserves the right to allow groups of young people or any group of 6 or more people, to stay solely at the discretion of any person managing the SANCTUARY CAMPING CLUB site in question and to turn away any individual member or group of members without argument.

    NOISE, MUSIC and TELEVISIONS

  43. SANCTUARY CAMPING CLUB sites will not be used as a teenage or any other ‘loud’ party site.
  44. Generators, amplified music or PA systems are not allowed to be used anywhere on SANCTUARY CAMPING CLUB sites except by agreement with SANCTUARY CAMPING CLUB officers.
  45. Pre-recorded music played on CDs/radios/ MP3 etc.must be kept at a volume that cannot be heard on neighbouring pitches.
  46. TVs must be kept inside and the volume kept at a level that cannot be heard outside.
  47. Accoustic instruments are allowed to be played anywhere on site provided all due consideration of neighbouring campers is considered. This permission excludes brass and percussion instruments unless agreed by the supervising member appointed to any SANCTUARY CAMPING CLUB site.
  48. Groups of accoustic instruments are welcomed to play together in communal areas where provided but remain subject to all other rules regarding accoustic instruments.
  49. Music played in communal areas at a volume considered reasonable by the SANCTUARY CAMPING CLUB site supervisor, will not be stopped by request of any other member camping on that site. SANCTUARY CAMPING CLUB recognises music in communal areas as being an important part of many people’s enjoyment of their camping experience.
  50. Provision of music in any form where allowed, must cease at whatever time the supervising member responsible for any SANCTUARY CAMPING CLUB site deems appropriate.

    FIRES, BBQs and H+S

  51. It is the responsibility of all SANCTUARY CAMPING CLUB members to locate the fire extinguisher, fire points, fire assembly points and safety information displayed on any SANCTUARY CAMPING CLUB site on which they stay.
  52. Where they have been allowed by a SANCTUARY CAMPING CLUB officer, all Camp fires and BBQs must be raised off the ground and a safe distance away from hedges, trees and tents/ awnings /caravans and campers.
  53. Fires and BBQs must be managed to ensure fire safety on any SANCTUARY CAMPING CLUB site which may include officers or wardens determining that fires must be put out or banning fires completely and without prior notice.
  54. Firewood left near any communal fire is for burning on the communal fire only and is not to be removed for use in any other fire bowl.
  55. Any communal fire bowl may be lit by any SANCTUARY CAMPING CLUB member over the age of 18 at any time and any firewood left near to it may be used only on that fire unless by agreement with the Officer or warden on that site.
  56. Any person lighting, maintaining, sat or stood near either a communal fire or a fire on an individual pitch, does so at their own risk and SANCTUARY CAMPING CLUB will accept no responsibility or liability for irresponsible usage or behaviour or the consequences of such.
  57. Members will comply with any and all safety/ privacy/ other notices displayed on SANCTUARY CAMPING CLUB sites and which may not be listed within the constitution or rules.

    OPEN AREAS, SHARED AREAS, SURROUNDING AREAS and ENVIRONMENT

  58. Games and activities which may cause nuisance or harm to anyone not involved in that game must be kept away from other campers and any SANCTUARY CAMPING CLUB officer or warden may at any time, stop that game or activity from taking place.
  59. Trees, bushes and any other area either on or around SANCTUARY CAMPING CLUB sites or any surrounding areas must not be used for disposal of any waste, litter or general rubbish.
  60. Trees, bushes, plants, fences and hedges either on or around any SANCTUARY CAMPING CLUB site must not be damaged or destroyed in any way.
  61. Pitches must be left clean and tidy after use and kept reasonably tidy throughout any members stay.
  62. Children’s areas, communal areas and games where provided, are for everyone’s use. Any objects provided by SANCTUARY CAMPING CLUB must remain in their allocated areas and are for shared use by all members. All objects and areas on any SANCTUARY CAMPING CLUB site are to the best of our knowledge, safe and fit for purpose. Members use of any of these facilities and their children’s use of any facilities, remains strictly at their own or their responsible adult’s risk. SANCTUARY CAMPING CLUB officers welcome all feedback regarding the functionality of all areas, objects and equipment.

    SERVICEAS and FACILITIES

  63. Chemical toilets must be emptied only in containers marked specifically for that purpose.
  64. A minimum charge of £25 is payable immediately for emptying the contents of any chemical or other toilet into a portaloo or any other toilet provided on any SANCTUARY CAMPING CLUB site that does not have a sign specifically stating that it can be used for this purpose. This rule and penalty charge applies to all SANCTUARY CAMPING CLUB members and any other person entering any SANCTUARY CAMPING CLUB site.
  65. Portable toilets belonging to SANCTUARY CAMPING CLUB members or any other person must only be washed out using the portable toilet cleaning facilities provided on any SANCTUARY CAMPING CLUB site and away from the vicinity of any drinking water supply or areas used for personal hygiene, washing up or other recreation.
  66. All fire and BBQ ash must only go in the fire ash bin/s provided.
  67. Any rubbish bins if provided must be used for waste and rubbish placed in appropriately marked bins only.
  68. Portaloos or any other toilets must be kept clean and tidy.
  69. Washing facilities must be kept clean and tidy.
  70. Drinking water taps must not be used for cleaning chemical toilet cartridges or anything else that may be a possible risk of contamination.
  71. SANCTUARY CAMPING CLUB accepts no responsibility for any personal belongings left in or around any facilities or on any site provided by The SANCTUARY CAMPING CLUB.
  72. SANCTUARY CAMPING CLUB accepts no responsibility for any contamination caused by misuse of drinking water taps outside our knowledge and will endeavour to maintain a high level of hygeine at all times. For this reason, SANCTUARY CAMPING CLUB members are asked to report any misuse immediately.
  73. SANCTUARY CAMPING CLUB will endeavour at all times to maintain a high standard of hygeine and cleanliness of any camping ground and all its facilities that are licensed under its name.

    ANIMALS and DAY VISITORS

  74. SANCTUARY CAMPING CLUB sites welcome any well behaved and suitably restrained animals.
  75. All dogs on a SANCTUARY CAMPING CLUB site must be kept on leads and horses tethered.
  76. If any animal brought onto a SANCTUARY CAMPING CLUB site needs muzzling or any other form of restraint for the safety of other people and animals, please do so.
  77. Anti-social, aggressive or sick animals may be either refused entry to a SANCTUARY CAMPING CLUB site or you will be asked to leave with them.
  78. All animals on to any SANCTUARY CAMPING CLUB site are strictly the responsibility of the person who brought that animal on. That person accepts full responsibility, for any animal in their charge, including payment for any damage caused by them.
  79. All animal excrement must be picked up and then disposed of responsibly by whoever is responsible for that animal. Intentional failure to do so may result in either a £5 SANCTUARY CAMPING CLUB fine or your removal from site.
  80. Violent or aggressive treatment or behaviour towards any living animal will not be tolerated at any time on any SANCTUARY CAMPING CLUB site and any person behaving in this way will be removed (with their supervising adult if applicable) by the member supervising that site.
  81. Members inviting unpaid visitor/s or non members to their pitch (where permission has been granted by the site supervisor) on any SANCTUARY CAMPING CLUB site agree to ensure they leave by 10pm on the day of their visit and accept full responsibility, including payment for any damage or disturbance caused by them including contravening any SANCTUARY CAMPING CLUB rules which may result in termination of their own membership.

    BEHAVIOUR ON SANCTUARY CAMPING CLUB SITES

  82. SANCTUARY CAMPING CLUB promotes a caring, relaxed and respectful environment and welcomes individuality. Members are requested to be kind and courteous to each other and to respect other people’s privacy, space and freedom to be themselves.
  83. All SANCTUARY CAMPING CLUB members must follow our Code of Conduct whilst on any SANCTUARY CAMPING CLUB site.
  84. SANCTUARY CAMPING CLUB propose that if for any reason a dispute arises between members on any SANCTUARY CAMPING CLUB site, they communicate calmly with each other and if no resolution can be found they either request the intervention of whichever SANCTUARY CAMPING CLUB officer or warden is present, or take their argument elsewhere. SANCTUARY CAMPING CLUB camping grounds will not tolerate prolonged hostile, abusive or offensive language or behaviour.
  85. Anti-social or aggressive behaviour by any adult or child will not be tolerated on any SANCTUARY CAMPING CLUB site and cancellation of membership or removal from any SANCTUARY CAMPING CLUB site will be at the discression of whichever SANCTUARY CAMPING CLUB officer, steward or warden is managing the SANCTUARY CAMPING CLUB site in questiion. Their decision will be final.
  86. For anyone, including Officers or Wardens, ruining another member’s enjoyment of any SANCTUARY CAMPING CLUB site or deliberately contravening any of the SANCTUARY CAMPING CLUB rules or Code of Conduct; SANCTUARY CAMPING CLUB officers or wardens may either offer the opportunity to amend behaviour and /or, ensure that person or people leave.
  87. Any SANCTUARY CAMPING CLUB officer or member appointed as supervisor to any site, has the authority to either ban the use of alcohol or remove any person or other Officer or Warden from any SANCTUARY CAMPING CLUB communal area, service area, recreational area or the camping ground, whose use of alcohol is considered offensive or excessive in that it otherwise impairs the enjoyment of any other person on that site. This may also result in the membership of that person being terminated.

    COMPLAINTS

  88. Complaints may be made to any supervising member or officer of the Magpie Club. Complaints may be made in person to any member supervising any SANCTUARY CAMPING CLUB site, by email or by phone.
  89. The process for dealing with any complaints will be decided by the SANCTUARY CAMPING CLUB officers on an individual case basis. All and any complaints received regarding any SANCTUARY CAMPING CLUB site, issue, warden, Officer or person will be treated with equal importance and assesed using as clear and objective an understanding as possible. A response will always be provided and wherever possible a solution acceptable by all parties will be sought.
  90. Complaints from any neighbouring or local property owners will be taken very seriously and every endeavour made to find a good resolution for everyone involved. Where any complaint/s are reasonably directed at any individual SANCTUARY CAMPING CLUB member, SANCTUARY CAMPING CLUB officers reserve the right to remove that person from any given site at any time and cancel their membership or any family membership to which they belong and remove any camping license issued by The Sanctuary Camping Club.
  91. Complaints from any SANCTUARY CAMPING CLUB member regarding any other member, officer or any other person on any SANCTUARY CAMPING CLUB camping ground, will be taken very seriously and investegated by any or all officers who will endeavor to resolve the issue. SANCTUARY CAMPING CLUB officers reserve the right to remove either or both people from any given site at any time and to take whatever action they deem necessary.

    TERMINATING SANCTUARY CAMPING CLUB MEMBRESHIP

  92. Any member may terminate their own membership at any time without prior notice provided you are not camping on any SANCTUARY CAMPING CLUB site at the time of termination. If you do so you will be required to leave whichever Sanctuary Camping Club site you are camping on. You may cancel your membership by phone or email. This will also involve cancelling with immediate effect, any SANCTUARY CAMPING CLUB camping license that may have been issued.
  93. SANCTUARY CAMPING CLUB members who contravene any of The SANCTUARY CAMPING CLUB rules, policies or codes of conduct, either on a SANCTUARY CAMPING CLUB site or in certain circumstances, outside a SANCTUARY CAMPING CLUB site, The SANCTUARY CAMPING CLUB following a decission by SANCTUARY CAMPING CLUB officers may cancel your membership with immediate effect and remove you from any SANCTUARY CAMPING CLUB site on which you are camping, cancel any SANCTUARY CAMPING CLUB license issued and may also ban you from re-joining at any future point in time.
  94. If SANCTUARY CAMPING CLUB officers feel that any member’s behaviour, affiliations or actions in their daily life may be detremental to the SANCTUARY CAMPING CLUB name or to any individual SANCTUARY CAMPING CLUB member or to any group of SANCTUARY CAMPING CLUB members, SANCTUARY CAMPING CLUB officers may cancel your membership with immediate effect and refuse re-joining at any future point in time.
  95. If SANCTUARY CAMPING CLUB officers decide to cancel any membership or appointment as officer or warden or otherwise for any reason, they will not be held in any way liable for any financial or other loss or consequence faced by that member as a result of losing that membership and are under no obligation to offer any refund for bookings already made and paid for and have the right to use any payments already recieved to repair damage or offer compensation to any other members which might be needed as a result of misconduct under the membership that has been terminated.

    CLUB STRUCTURE- The Sanctuary Camping Club is an unincorporated association.

    OFFICERS

  96. The SANCTUARY CAMPING CLUB has one chairman who alone may present, discuss and sign paperwork on behalf of The SANCTUARY CAMPING CLUB and who may represent all officers following majority agreement on any and every item regarding the Sanctuary Camping Club. The Chairman holds the casting vote in all circumstances and has authority to remove any other Officer or Officers for undermining in any way the Sanctuary Camping Club ethos, reputation, responsibilities or rules.
  97. The Chairman will be selected by agreement between officers and will only ever be selected from one of the existing officers.
  98. SANCTUARY CAMPING CLUB officers, are joint Trustees with shared responsibilities covering all management aspects of SANCTUARY CAMPING CLUB Additional wardens, managers or other supervisory, leadership, administrative or other posts may be appointed at any time only by agreement between officers and ultimately always answerable to all officers.
  99. Any appointments made by agreement between officers, can also only be terminated by agreement between all officers.
  100. The remit for any appointments made will be as clearly defined as possible regarding duration, benefits, duties and obligations. Any person appointed to any given role, must perform that role and comply with requirements specified to the best of their ability. Only by agreement between all officers, may that role be terminated if the requirements of the role are not being met or the person undertaking that role is considered to be subject to a conflict of interest or if that person’s membership is terminated or if that person is considered to have behaved in any way otherwise outside of or detremental to the Sanctuary Camping Club’s interest including impaired responsibility or judgement by the use of any medication or substance.
  101. Any person appointed to any role within The SANCTUARY CAMPING CLUB is answerable only to any or all of the officers of The SANCTUARY CAMPING CLUB unless otherwise specified by agreement between all SANCTUARY CAMPING CLUB officers.
  102. SANCTUARY CAMPING CLUB officers fund and manage expendature, income, assets and debts as trustees of the SANCTUARY CAMPING CLUB and will remain wholy responsible for all financial matters.
  103. SANCTUARY CAMPING CLUB will hold no land or property ownership other than any mobile structures, tools and equipment that may, by extreme and currently unforseen definition be considered as ‘property’ related to SANCTUARY CAMPING CLUB camping grounds.
  104. SANCTUARY CAMPING CLUB Officers have the final say and absolute decision making powers on all policies, rules, code of conduct, financial, administrative, all and any other matters relating to the SANCTUARY CAMPING CLUB and its membership.
  105. SANCTUARY CAMPING CLUB officers will have the final say on the creation and implementation of administrative, management or any other roles within the Club.
  106. SANCTUARY CAMPING CLUB officers will meet regularly to discuss all aspects of SANCTUARY CAMPING CLUB management and any issues that may arise.
  107. Any SANCTUARY CAMPING CLUB Officer found to be implicated or involved in any financial fraud, theft or any other deceitful or irregular activity regarding any financial or business transaction regardless of involvement of court or criminal proceedings, will be removed as an Officer with immediate effect.

    COMITEES

  108. Only SANCTUARY CAMPING CLUB officers in agreement may appoint committee members and decide to hold committee meetings at any time as and when they may be considered necessary.
  109. All commitee members will be appointed from SANCTUARY CAMPING CLUB members and any process of nomination, election, determination of duties and responsibilities will be decided primarily by and with agreement between officers.
  110. Only SANCTUARY CAMPING CLUB Officers can form or dissolve SANCTUARY CAMPING CLUB commitees or make the decission to act on any committee meeting decision.
  111. No individual officer has any rights to call or chair a SANCTUARY CAMPING CLUB committee meeting without agreement by all officers.
  112. No individual officer has any rights to form or dissolve a SANCTUARY CAMPING CLUB comitee or act on a comitee meeting decision without agreement by all officers.

    MEETINGS

  113. Meetings will be held as and when considered necessary by SANCTUARY CAMPING CLUB officers and consisting of any combination of Officers, committee members and members as deemed relevant or necessary by the SANCTUARY CAMPING CLUB Chairman.
  114. SANCTUARY CAMPING CLUB meetings consisting of any combination of members, officers or any other appointed persons including committee members, may only be called by SANCTUARY CAMPING CLUB members, officers or any other appointed person, following the notification of and prior agreement with all officers and final approval by the Chairman.

    FINANCES

  115. SANCTUARY CAMPING CLUB funds received through mutual trading will be used entirely and solely at the discretion of SANCTUARY CAMPING CLUB officers for the support, provision, maintenance and development of club sites, facilities and events.
  116. SANCTUARY CAMPING CLUB has a reserve policy whereby any and all funds received (if relevant, up to whatever limit is legally applicable by UK law at any point in time) through any other trading will be ringfenced and used entirely and solely at the discretion of SANCTUARY CAMPING CLUB officers for the support, provision, maintenance and development of club sites, facilities and events.
  117. CHANGES TO THE SANCTUARY CAMPING CLUB CONSTITUTION
  118. The core principles and ethos of SANCTUARY CAMPING CLUB will remain the same but amendments may over time be necessary to ensure their clarification and maintenance.
  119. SANCTUARY CAMPING CLUB members may make suggestions regarding changes to the SANCTUARY CAMPING CLUB constitution by email or in person at any time.
  120. Changes to rules and policies within the constitution may be made at any time only by and following agreement between all officers of Sanctuary Camping Club except where any Officer or Officers have contravened the rules and/ or terms of membership and are in the process of their membership being removed. Members will be notified as and when any changes are made and put into effect.

    SANCTUARY CAMPING CLUB DISSOLUTION

  121. SANCTUARY CAMPING CLUB officers may decide at any time to disolve the SANCTUARY CAMPING CLUB only by agreement between all officers.
  122. Income, expendature, equipment, leases and any other assetts, holdings and financial comitments are held and managed by all Sanctuary Camping Club Officers acting in trust for the SANCTURY CAMPING Club. In the event of SANCTUARY CAMPING CLUB ending, the liquidation process will not include equal distribution of either any assetts or any debts to any members other than the officers and by agreement between themselves.

    AGREEMENT

  123. SANCTUARY CAMPING CLUB members and any day visitors or children for whom they are responsible accept the following disclaimer; SANCTUARY CAMPING CLUB officers have done everything possible to ensure ‘your’ safety and security on any SANCTUARY CAMPING CLUB site but you are aware that ‘you’ are responsible for the security and well being of ‘yourself’, ‘your’ children, ‘your’ animals and ‘your’ possessions for the entirety of ‘your’ stay on any SANCTUARY CAMPING CLUB site. The owners, management and wardens, who are all SANCTUARY CAMPING CLUB members, accept no responsibility for any personal injury, loss or damage to anyone or anything belonging to or considered to be ‘your’ responsibility including consequential injury, loss or damage which may be suffered or incurred or which may arise directly or indirectly from or in connection with any visit to a SANCTUARY CAMPING CLUB site as either an overnight guest or daytime visitor or daytime non-member visitor even if invited by a member who is responsible for you whilst on any SANCTUARY CAMPING CLUB site.
  124. For the entirety of this disclaimer ‘you’, ‘yours’ and ‘your’ refer entirely to any person entering any SANCTUARY CAMPING CLUB site who is not in any way connected with the ownership, officers or management of any SANCTUARY CAMPING CLUB site.

THE SANCTUARY CAMPING CLUB CODE OF CONDUCT

The SANCTUARY CAMPING CLUB considers its code of conduct to be key to its ethos and to its core principles.

All members of the SANCTUARY CAMPING CLUB must therefore follow the SANCTUARY CAMPING CLUB code of conduct and camp site rules whilst on any SANCTUARY CAMPING CLUB site.

SANCTUARY CAMPING CLUB reserves the right to refuse or cancel any membership at any time for failing to follow the SANCTUARY CAMPING CLUB code of conduct either on any SANCTUARY CAMPING CLUB site or outside a SANCTUARY CAMPING CLUB site if SANCTUARY CAMPING CLUB feels that any behaviour or action by any member may be detremental to the SANCTUARY CAMPING CLUB name or to any individual SANCTUARY CAMPING CLUB member or to any group of SANCTUARY CAMPING CLUB members.

All officers of The SANCTUARY CAMPING CLUB retain absolute responsibility for the behaviour of all members whilst on any SANCTUARY CAMPING CLUB camping ground and their adherance to our code of conduct. This includes responsibility for any appointment made whereby a SANCTUARY CAMPING CLUB member will supervise any SANCTUARY CAMPING CLUB site.

GENERAL

1. One named member of the organisation (the “rally marshal” or “responsible person”) is to be responsible for the conduct of any exempted touring caravan or camping event and for ensuring that those attending comply with this code.

2. The responsible person must ensure that all members are aware of The Countryside Code, The Caravan Code and Marine Conservation Society

THE VENUE

3. The organisation will take reasonable steps to satisfy themselves that the site to be used is not subject to a relevant order under paragraph 13 of the First Schedule to the 1960 Act (for caravans), or an Article 4 direction under Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (for caravans and camping), and that it is not one where planning permission has been refused or where enforcement action has been taken.

4. The organisation will consult the local authority before meeting on land adjacent to sites for which planning permission has been granted (i.e. next to permanent or commercial sites).

5. The organisation will agree to move from and avoid any site to which the local authority maintains a valid objection.

6. The organisation will not meet on sites adjacent to certificated locations/sites unless the proposed site is clearly differentiated and the risk of interference with local people and other users is minimal.

7. The organisation will take reasonable steps to ensure that the siting of units (a caravan, motor home, tent or trailer tent) does not unduly interfere with the activities of local people, their privacy or their enjoyment of their property. They will also ensure that the siting of units does not interfere with the enjoyment by others of the landscape, natural beauty or nature conservation value of the area, particularly in areas designated for their landscape or wildlife qualities.

8. The organisation will undertake not to over-use any venue and will consider carefully before holding successive meetings on the same land.

NUISANCE

9. Local people should be able to carry on their normal activities when meetings are in progress. The organisation will take reasonable steps to minimise disturbance and will investigate and deal with the causes of any complaints made.

10. Care should be taken not to damage the site or the surrounding locality. Trees, fences, buildings, equipment and stock should all be respected.

11. Domestic animals belonging to members of the organisation will be kept on a lead and under close control. They will not be allowed to run loose on the site or cause disturbance to local people or animals. They will be exercised away from units and those parts of the site used for communal activities. Any mess will be cleared up.

12. The responsible person will identify open space suitable for the playing of games which might otherwise intrude upon or constitute a danger or annoyance to others on or around the site.

13. Noise should be kept to a minimum for the comfort of others on the site as well as people who live or work nearby.

ROAD SAFETY AND ACCESS

14. The responsible person will take steps to ensure that travel from major roads to a proposed site is not likely to cause undue disruption or difficulties for other road users. Access to the site must be suitable for the number and likely size of units attending the meeting. The arrival and departure of units should be arranged to minimise disruption to other road users.

15. The speed of vehicles on the site should be restricted to 5 mph.

SPACING AND DENSITY

16. For health and safety purposes emergency vehicles must be able to gain access to any unit on the site. At least 6 metres is required between units in all circumstances. For this purpose a unit means a caravan, motor home, tent or trailer tent. In addition, there must be a minimum of 3 metres between any awnings, gazebo’s or pup tent and the car or towing vehicle. Emergency vehicles should be able to secure access at all times to within 90 metres of any unit on the site.

17. Where a site is being used by both caravans and tents they must be sited entirely separate from each other for health & safety reasons. However, this does not necessarily mean segregated. If the layout of the field does not allow for separate lines of tents, it is permissible to continue a line of caravans/motor homes with a line of tents, but they must be sited en-bloc and not interspersed. Trailer tents are classified as tents and must be sited accordingly. Children’s “pup-tents” may be erected alongside the parents’ unit and should be considered as part of the unit for spacing purposes. It is recommended that there is at least 6 metres between any rows of caravans and tents. See Annex 1d for further advice on spacing issues.

FIRE PRECAUTIUONS

18. Open fires and barbecues will not be held except with the permission of the responsible person. Where permission is given for open fires or barbecues, they will be sited on open ground, away from units, vehicles, awnings and any other structures.

19. A fire extinguisher approved to British Standards Institute and/or Fire Officers Certificate standards will be held on site.

CHEMICAL TOILETS and WASTE WATER DISPOSAL

20. Organisations will act responsibly when disposing of the contents of chemical toilets and waste water and take full account of the need to safeguard water supplies and prevent the pollution of rivers and streams.

21. On-site disposal of the contents of chemical toilets and waste water will be in accordance with arrangements agreed with the site owner/occupier. Neither will be allowed to foul the ground except at designated disposal points. If there is any doubt about the disposal of waste, the organisation or, if appropriate, the responsible person will contact the relevant Local Authority for advice.

REFUSE DISPOSAL

22. Organisations should ensure that refuse is either taken home or disposed of in accordance with on-site arrangements. The rally marshal should be satisfied that appropriate arrangements are in place.

23. The organisation will use every endeavour not to camp on any site for more than 42 consecutive days or 60 days in any 12 consecutive months. The organisation will also endeavour not to camp on any site being used for camping by other exempted organisations if, by doing so, the use of this site would be taken over these limits. This will help avoid overuse of sites, particularly in popular areas.

The first MAGPIE CLUB constitution 2019 / 2020 was agreed at a meeting on September 28th 2019 and signed by all 4 officers.

Points No 93 and 94, and an elected Chairman were added and the Code of Conduct was amended by adopting Natural England’s Model Code of Conduct on 17h October 2019 by agreement between all 4 officers.

The first constitution was amended on 11th September 2020 and signed by The Chairman Trustee and Officer Trustee.

The MAGPIE CLUB is henceforth SANCTUARY CAMPING CLUB.
